Mayor Emanuel says city?s budget deficit cut in half

Mayor Rahm Emanuel said Monday his aggressive cost-cutting efforts have cut the city?s structural deficit in half, but, ?Our work is not done.?

One day before releasing the city?s preliminary 2013 budget, Emanuel gave reporters a preview that could somewhat weaken the city?s case for cost-cutting concessions from police officers and firefighters, whose contracts expired June 30.

?It will show that, what could have been a deficit?.north of $700 [million]?we?ve cut it in half from a structural standpoint,? the mayor said at an unrelated jobs announcement.

?That?s through the hard decisions we made, the tough decisions to re-invent, re-think how we as a government operate, but our work is not done. While we?ve done that and I?m proud of that, we?re only one year into a process of?really changing it.?

For example, Emanuel said he?s counting on saving $15 million-to-$20 million this year alone by phasing in the switch from a ward-by-ward to a grid system for collecting the city?s household garbage.

?Ultimately, I want to see $60 million [a-year]. Why? Because we?re gonna go from an old political system collecting garbage by the ward map to one by the way FedEx and UPS work by efficiencies,? the mayor said.

?We can take $15 million-to-$20 million of cost out of a system that was done by politics ? not by what?s responsible and respectful of the taxpayers? dollars. That?s another example of a reform we?ve brought to the budget that?s gonna bring taxpayer savings and money. And because of those type of savings, you?re gonna see that?not from a one off time, but permanent structurally saving.?

One year ago, Emanuel vowed to make the tough choices Chicago had avoided for a decade?without raising taxes, cutting police or using one-time revenues ? to erase a $635.7 million budget shortfall that, he claimed, would rise to $790 million by 2014.

His $6.3 billion 2012 was subsequently balance with $220 million in taxes, fines and fees, 385 layoffs on Jan. 1 and 150 more on June 30.

The mayor?s first budget doubled water and sewer rates over the next four years and locked in annual cost of living increases after that. It raised city sticker fees by $10-to-$15, also followed by annual inflationary increases.

By an impressive, 50-to-0 vote, the City Council also agreed to raise the city the city?s hotel tax, imposed a $2-a-weekday hike in parking taxes ? billed as a congestion fee, even though it?s confined neither to rush periods nor congested downtown and River North areas ? and hiked a laundry list of criminal, nuisance and parking fines.

Despite neighborhood concern about the perception of public safety, aldermen even signed off on the mayor?s plan to close three district police stations, the first station closings in more than 50 years, and closed out 1,252 police vacancies to save $82 million.

Earlier this month, the Chicago Sun-Times reported that year-end audits showed that Emanuel had closed the books on 2011 with $310 million in the bank, $167 million more than the year before, but added $465 million to the mountain of debt piled on Chicago taxpayers.

The healthy unreserved cash balance was generated by Emanuel?s aggressive cost-cutting efforts. It was a marked turn-around from the precarious financial condition the city was in during the close of former Mayor Richard M. Daley?s 22-year reign.

Daley postponed Chicago?s day of reckoning?and set Emanuel up for a fall?by balancing his final budget with $330 million in Skyway and parking meters reserves and other short-term fixes. That left just $76 million remaining from the 75-year, $1.15 billion deal that privatized Chicago parking meters.

Chicago ended 2009 with a paltry unallocated balance of just $2.7 million. Experts recommend a cash cushion of at least $200 million for a budget the size of Chicago?s, according to the Civic Federation.

The new borrowing brings Chicago?s total long-term debt to just over $27 billion. That?s $10,000 for every one of the city?s nearly 2.7 million residents. More than a decade ago, the debt load was $9.6 billion or $3,338-per-resident.

Still unclear is what impact Chicago?s improving financial condition will have on the laundry list of cost-cutting concessions Emanuel is seeking from Chicago firefighters.

They take aim at such treasured union perks as: holiday and duty availability pay; clothing allowance; pay grades; premium pay; non-duty lay-up coverage; the physical fitness incentive and the seven percent premium paid to cross-trained firefighter paramedics.

The mayor?s plan does not include closing fire stations. But, it would alter the minimum manning requirement that triggered the bitter 1980 firefighters strike.

The current contract requires that every piece of fire apparatus be staffed by at least five employees. Emanuel?s plan calls for all ?double houses? that include both engines and trucks to be staffed by nine firefighters instead of 10.

There would be only one ?vacancy order? per year ? in June. Rookie probation would double, from nine months to 18 months.

Tom Ryan, president of Chicago Firefighters Union Local 2, has characterized the cost-cutting contract concessions the mayor is seeking from firefighters as ?horrendous,? ?insulting? and ?ridiculous.?

Key Performance Metrics Boost Business Productivity: 5 Step Action ...

A financial dashboard is a series of numbers that business owners monitor on a periodic basis to judge the financial health and the performance of their business. It also helps them to keep team members focused on achieving company goals.

To help entrepreneurs and business owners that have never maintained a financial dashboard to make use of performance metrics to enhance business success, Lavinsky as revealed his 5-step action plan:

Step 1: Determine which KPIs to include in the dashboard

The first step is to choose the Key Performance Indicators to track, says Lavinsky, whom at Growthink has helped thousands of entrepreneurs build successful businesses.

Lavinsky advices entrepreneurs to ask themselves two key questions:

1. What KPIs would help you manage your business?

2. What metrics would you like to improve?

Step 2: Decide how often to measure each of the KPIs

You need to view all of your KPIs on a regular, periodic basis, says Lavinsky. But some KPIs need to be viewed daily, and for others, weekly or monthly may be more applicable.

For example, a KPI for your company may be how many outbound calls your sales team makes. You may want to measure this daily or weekly (you probably don?t want to measure it only monthly, since if the numbers are too low, you want to correct the problem more quickly). Conversely, you may only need to measure your advertising expenses monthly.

Step 3: Determine what to measure each of the KPIs against

According to Lavinsky, business owners need to determine what they will measure each KPI against.

If today were May 12th and your monthly sales were $ 84,617, how could you tell if this was good or bad? That?s why you need other figure(s) with which to compare your KPIs.

Lavinsky suggests comparing these results (between May 1st and 12th) against figures such as:

Previous month?s results (e.g., April 1 ? April 12)
Current month projections (e.g., your forecast for May 1 ? May 12)
Last year?s results (May 1 ? May 12 of the previous year)

Step 4: Choose the program in which to maintain the Financial Dashboard

According to Lavinsky, the simplest program to use is spreadsheet program, Microsoft Excel.

In Excel, you would simply list the KPIs in the first column and then the results in subsequent columns. In doing so, you might categorize the KPIs based on the frequency you update them, and make sure to show the relevant figures that you?re comparing each KPI against.

Lavinsky also suggests that Google Documents provides an effective alternative.

Google Documents offers a spreadsheet program hosted online that multiple users can view and update at a time. This makes it easier to update and view the KPIs (and not have to deal with multiple documents being passed around), he said.

As a third option, Lavinsky highlights the possibility of investing in customized software.

Such software can often use APIs (application programming interfaces) that automatically pull figures from certain places (e.g., it automatically pulls your payroll figures from your payroll software; automatically pulls your revenue figures from you accounting software; etc.). Doing so simplifies and automates the process of maintaining your Financial Dashboard.

Step 5: Determine who in the organization will maintain the Financial Dashboard

According to Lavinsky, The final step is to choose the person who will be responsible for creating and/or updating your financial dashboard. Because it cannot be you.

While the financial dashboard will be invaluable to your company, the work involved in maintaining it is data gathering; important work, but not the $ 500/hour+ work that you need to be doing as a business owner, such as coming up with new marketing ideas, working on ideas to improve performance on each KPI, systematizing your business, and training people.

NEW YORK (AP) ? In the age of social media, NBC now has millions of television critics who make their opinions known about every aspect of Olympics coverage instantly.

They've even set up their own hashtag on Twitter: (hash)nbcfail. The online complaints focused Saturday on NBC's decision to air the marquee swimming event won by American Ryan Lochte on tape delay in prime time, and Friday on the network not streaming the opening ceremony online. Sunday's critics started early: people wondering why the U.S. men's basketball team's opening game aired on a cable network while women's cycling was shown on NBC.

The conversation is so active that NBC's executive producer of the games, Jim Bell, took to Twitter to answer critics and even change the way NBC is doing something in response.

"(hash)nbcfail is filled with a lot of crying and snark and humor, but NBC can actually learn something from it," said Jeff Jarvis, a media critic who writes the Buzzmachine.com blog.

Complaints about tape delayed coverage are an evergreen with Olympics held on foreign soil. But the London Games are the first with Twitter, Facebook and other social media sites in full flower, in a mobile phone era where people carry computers that instantly deliver news in their pockets. It has amplified the impatience of viewers who want to see events on their large-screen TVs instantly and haven't been mollified by NBC's decision to stream the events live online.

James Poniewozik, Time magazine TV critic, tweeted that "NBC tape delay coverage is like the airlines: its interest is in giving you the least satisfactory service you will still come back for."

That drew a quick response from NBC's Bell: "You do know that all sports events are being streamed live right?"

"I do, indeed!" replied Poniewozik. "Have enjoyed it. Apparently a lot of folks still prefer watching it on TV."

NBC says it saves big events for prime-time airing because that is when most viewers are available to watch them and where the network makes the bulk of its advertising revenue. Since prime time on the U.S. East Coast coincides with 1 a.m. London time, there are no events to air live then. NBC representatives noted that there were 39 hours of live events Sunday on NBC and its affiliated networks.

Even as it defends its approach, NBC clearly hears those critics. One of Bell's Facebook posts highlighted coverage of Sunday's cycling race by saying it was all-caps LIVE. The network advertised its live streaming on the prime-time broadcast.

Jonathan Wald, who produces Piers Morgan's CNN talk show and used to work at NBC, tweeted that "the medal for most Olympic whining goes to everyone who complains about what happens every four years. Tape delay."

One of those complainers, in fact, was Morgan: He tweeted his disdain Friday for NBC's decision not to make the opening ceremony available live.

The advent of Twitter makes it seems as if there's a lot of unhappiness when the majority of viewers are watching NBC on tape delay and appear satisfied with it, Wald said in an interview.

NBC can point to television ratings justifying their approach. The Nielsen company said the opening ceremony drew more than 40 million people Friday, the most ever for one of those Olympic events. Saturday's first night of coverage was seen by 28.7 million, another record, beating every other first night of Olympic competition. In Beijing four years ago, 24 million watched on the corresponding night.

Jarvis said he believes NBC could satisfy fans by, for example, televising events like Lochte's race live in the afternoon and then repeating it at night. He acknowledges, though, that he's not the one who'd potentially be risking millions of dollars in advertising revenue if such a decision cut into prime-time viewing.

NBC has tried to "hold on to old media strategies in a new media world," Jarvis said. "And that's a mistake."

Some of the online complaints seem to take special glee in bashing NBC, with a few describing it like an Olympic sport of its own. Some are quite personal, like the CNN producer who tweeted Sunday: "No USA basketball in my hotel room. Why they aren't putting it on NBC's main channel is beyond me!"

Bell, in some of his back-and-forth with online critics Sunday, answered one tweeter who described herself as a St. Louis mom and complained about NBC's "Nightly News" on Saturday airing results of events that hadn't been shown on the network yet. Bell tweeted that he'd look into it, and shortly after told her that "Nightly News" would announce a "spoiler alert" to tell people to avert their eyes if they didn't want to see results.

Not everyone online is a critic. On Sunday, the U.S. Olympic sailing team tweeted that it was "by far the greatest sailing TV coverage in Olympic history."

UP CLOSE: Understand NBC's need to help us get to know obscure athletes in obscure sports. But the news about two synchronized divers who both collect rubber ducks felt like self-parody.
